Two different permits show up in version 1.0: the business permit, tracked by the Authorized achievement, and the Class 1 weapon permit that a Gunsmith start comes with. The one that opens the underground market is the vendor permit, and its price is set by difficulty.

Weapons need permits beyond the starting one, and custom orders in the Gunsmith line require a class-one permit. Advanced licences unlock the underground market, and organ dealing and the other extra jobs sit on the same licence ladder.
Buy licences out of surplus rather than out of rent money. The underground market is a buyout accelerator, not a rent bandage, and the buy-the-shop page has the funding order that puts licences in the right place.

The underground market is unlocked by advanced licences and sells the discounted, hot stock that the fence trade lives on. You reach it through the Underground Exchange directive interface, through a named contact, Sawyer.
Black Market standing is a real meter. Additional handling kicks in at -40 Black Market reputation, and reporting a criminal who is not on the wanted poster can dump it even if Security still takes the body. Reporting Lou specifically no longer lowers it. The smuggler bay is the documented hiding spot for the lot you bring back — it is for not getting caught, not for farming a gold star. Once the lot is in the shop, the contraband and inspection page covers where it goes and what a search costs.
When A Black Market Lot Is Worth The Heat
Check all five before you commit:
- Rent is already covered, or the deal still covers rent after a worst-case confiscation.
- You can inspect the lot.
- You have a hiding spot.
- You can afford the bribe.
- You are not already on a raid timer.
Judge a lot by what is left over, not by its sticker. A 40% discount on stolen household goods is not a strategy if the heat shuts the shutter for two days.
Underground margin is best spent shortening risky days: rent, the bay and insurance, food stock and a legal display-case mix, and production — furnace, wine, tested water — that prints without a wanted poster.
