There is exactly one Harvest Moon: Echoes of Teradea fishing rod upgrade: the Expert Fishing Rod, crafted by Art at his crafter shop in the Fishing Zone. You buy the Old Fishing Pole first, and Art's upgrade costs you the old rod itself plus 3 Bronze, 3 Iron and 2,000 G.

The materials are ordinary ores from the dungeon mines around Teradea, so there is no need to travel to Quarrytop for them.
Buying the Old Fishing Pole
The Old Fishing Pole is sold in town for 1,000 G. If you would rather walk to the secret merchant you can pay 800 G for the same rod instead, so buying early is worth it if the merchant is already on your route. Every general store stocks one, and the game assumes you purchase rather than wait to be given one.
Before you have the upgrade, the game gives you no fishing skill bonuses at all — there is no rod upgrade and no fishing skills available at the Harvest Goddess Power Exchange at that point. The Guardian fish on Tornado Island is explicitly designed to be nearly impossible to land on a plain Old Fishing Rod because of it. Use Ragworm or Worm bait to get it to bite, then press the left analog stick down until the fish stops fighting and press A to reel it in; if it tries to break away, stop pressing A and rotate the stick opposite its escape direction. Crafting the Expert Fishing Rod
Art runs the crafter shop in the Fishing Zone at the northern edge of the Tidewind pier, and the recipe only appears once you have rescued him from the remote island where he was shipwrecked. To find him you need Shima's corrected map, which needs the Sprummer Island Nautical Chart from the silver chest on the cliffs behind Nera's pond on Tornado Island.

Why the upgrade changes the late game
The Expert Fishing Rod is what makes the harder catches realistic. Before it, the game states outright that there is no rod upgrade and no fishing skills at the Power Exchange, which is precisely why the Guardian fight on Tornado Island is so punishing.
It is also the natural pairing for the 300 fishing points you need at Priya's Fishing Zone to earn Aaron's praise and open the route to the Guardian and the second Spirit Tree, and for the Fishing Faceoff that Kukri revives in Tidewind twice a year.
A separate upgrade path exists for cold-weather travel rather than fishing: the pair of reindeer found near the Quarrytop Campground cross icy ground without sliding, which no rod will help with.
